Mmm, also there's nothing to stop a toucher running an 8s [skill]Escape[/skill] and [skill]Antidote Signet[/skill] and laughing at cripshot (which nobody runs) or [skill]Melandru's Shot[/skill]. So, it's not like cripple+kiting>touchers, they have remedies, and ample defence against dshot and savage.
There's also nothing forcing them to spam though diversion. They have a lot of good survival options beyond what somebody can fish off the PvX wiki. OoB isn't needed for energy now, there's [skill]Angorodon's Gaze[/skill] for Escape users, and there's bound to be Vampiric Spirit users too... really there's a lot of ways to build a toucher. Blood Ritual is a pretty interesting on a toucher too, 2e spent for 13e given.
Anyway. For all that resilience and little gimmicks that they can do, the bottom line is that their damage just isn't that great compared to the likes of turrets, which until just recently had about twice the DPS and at flatbow range to boot.
See? They're just mediocre! Simply put, if you play a toucher, you do it for teh lulz. They're VERY good at farming teh lulz
